Ob die bestehenden Rechte für Fluggäste geändert werden müssen, möchte die Europäische Kommission in ihrer heute (Montag) veröffentlichten Konsultation wissen.

Bürger, Institutionen, Organisationen und Unternehmen sind aufgerufen ihre Stellungnahme dazu abzugegeben. Die Ergebnisse der Konsultation fließen in die Überarbeitung der Gesetze in 2012 ein.

Parallel zur Konsultation hat die EU-Kommission heute eine Mitteilung herausgegeben, in der sie einen Überblick über alle Passagierrechte in der EU gibt. Sie will damit sicherstellen, dass die Passagierrechte in allen Verkehrsmitteln konsequent angewandt werden. Außerdem hat die Kommission einen Richtlinienentwurf veröffentlicht, der die Rechte behinderter Reisender und Reisender mit eingeschränkter Mobilität im Flugverkehr verbessern sollen. Die Richtlinien sollen rechtzeitig vor Beginn der Paralympics in London im kommenden Jahr angenommen werden.

500 Plastiktüten benutzt ein durchschnittlicher EU-Bürger pro Jahr, die meisten nur einmal. Das Resultat: wir schwimmen im Müll. Allein im Mittelmeer treiben derzeit 250 Milliarden Kunststoffteilchen und 500 Tonnen Kunststoff. Seit heute (Dienstag) fragt die EU-Kommission die Öffentlichkeit, wie sich der Gebrauch von Tragetaschen aus Kunststoff am besten verringern lässt. Sollten Plastiktüten Geld kosten oder ganz verboten werden? Und wie können biologisch abbaubare Verpackungen besser vermarktet werden? EU-Umweltkommissar Janez Potočnik erklärte: „Vor 50 Jahren waren Einweg-Plastiktüten praktisch unbekannt; heute benutzen wir sie für einige Minuten, danach belasten sie jahrzehntelang unsere Umwelt. Gesellschaftliche Einstellungen entwickeln sich jedoch ständig fort, und der Wunsch nach Veränderungen ist weitverbreitet. Deswegen prüfen wir alle Lösungsmöglichkeiten und benötigen die Meinung möglichst vieler Menschen."

Einige EU-Staaten haben bereits Preismaßnahmen, Vereinbarungen mit dem Einzelhandel oder ein Verbot bestimmter Arten von Plastiktüten eingeführt, um die Verwendung von Tragetaschen aus Kunststoff zu verringern. Auf EU-Ebene allerdings gibt es noch keine Maßnahmen dazu. Im März 2011 haben die Umweltminister der EU-Mitgliedstaaten die Frage erörtert. Bei der heute gestarteten Konsultation sollen auch Meinungen dazu eingeholt werden, ob die derzeitigen Anforderungen der EU-Verpackungsrichtlinie an die biologische Verwert- und Abbaubarkeit von Erzeugnissen angemessen sind.

Towards the Youth on the Move card: What is needed to increase the mobility and participation of young people in Europe

The consultation is open to individual citizens, young and old, public and private bodies, local/regional authorities, ministries and to all stakeholders active in the youth sector.

Objective of the consultation

We would like to hear your opinion on youth cards in light of preparations for one of the top 10 targeted actions of the Youth on the Move<//a> flagship initiative: the Youth on the Move card. The Youth on the Move card should facilitate both the mobility and participation for all young people.

There are already several cards that currently support young people in different ways, in the field of, for example, mobility or culture, offering discounts, access to information and networking opportunities. The idea behind the YoM card is not to replace these cards, but rather to build on and cooperate with these cards, possibly in the form of a label. This label could add European value, offering more discounts and access to information and networks and new features such as giving the cards a practical, social, and legal value for its users (anyone between 13 and 30 years old in Europe).

A consultation meeting exploring first ideas and suggestions for a future YoM card, was held on 10 December, and involved representatives of card organisations (EYCA, ISIC, ESN ), youth and student unions, youth information networks, and some young people. Further to this meeting, the Commission has now decided to launch an online consultation to get broader opinions on the use of youth cards.

This consultation is intended to collate input from all stakeholders, in order to get feedback on the use of existing youth cards, to hear about users' experiences with current cards and to learn about expectations for possible new features and challenges for the future Youth on the Move card.
